baby size?

dimensions see my photo; it's wider than it's long! I don't know how old a child should be but my skinny 13 year old daughter is not suitable, too small. At first I thought it would unfold, but it is sewn on. For the record, my (tall and skinny) 18 year old son has an older Meriwool neck gaiter that is 9.5" and 22" long and says it's a bit too big around his nose.
