Extremely small volume

Bought these for our 2 year old. He didn't mind wearing them even though they looked a bit warm for a long time. But the speakers move, making it difficult to hold the baby. The sound quality is terrible there. I understand wanting to turn the volume down for the child, but the volume should be maxed out on each device if you want to hear anything at all. I go back and look for something my kid can actually hear.
