They look good but are too small

My daughter is between 8 and 9 years old and wears street shoes. This is our first time buying ballet flats so I had no idea how to go about it. I ordered a size 9 thinking they should fit. Too tight! It doesn't even go to the foot. When I took them out of the box I saw that they would be too small. This time I will choose a different brand and hope they fit. I have about a week and a half to decide on the size.
