defective packaging: container sets

I bought 200 of these to make natural herb and clay sets for making natural paints. The first 100 were great! The second package was defective, the sealed part was not opened and the paper was separated from the sealed part, so the powder just squirted out. I also got them in hopes of recycling them, but they are completely lined with plastic so just need to be sent in the bin.
