Unacceptably small!

I needed a second swim diaper for my 18 month old son who is on the small side. At 31" and 22 lbs he would clearly fall into the low end of size L. When the diaper arrived, the colors and pattern were cute but when I took it out of the package and held it up it looked like it was made for a 6 month old. Despite knowing that it wouldn't fit, when I tried to pull it up his legs, the diaper wouldn't go past his mid thighs because the waist didn't stretch further. I've been using iPlay's reusable diapers for a year with no problems with function or size. When looking to add another reusable swim diaper to my son's wardrobe, the print of this one caught my eye so I gave it a chance. While cute, the quality doesn't feel as durable as iPlay's and the size differential is absurd. For reference, my son wears iPlay size L with a guideline of 22-25lbs and it fits and functions as it should. Yes, swim diapers generally run small and if you're child's weight is not evenly distributed, he may need the next size. I just can't accept that my child who should just make the weight for size L would likely have to go up to XXL to get a diaper that fits. The manufacturer needs to be more accurate in their sizing chart or if I received a defectively sized pair, then they need to be more vigilant about quality control.
