First, the side panels are already assembled when they arrive. (see picture) The side panels with the wooden dowel hole were mounted from the outside, so I couldn't insert the dowels (see 2nd photo). As I screwed the screws through the top step, I barely started screwing them in when the plastic molly made inside the hole breaks out so you can't tighten it anymore. I don't want to return it assuming they are all made that way. So I'm going to use two wood screws through the top next to the other screws.
