Broken converter suitable for cars and car electronics

Looks like they sent me a broken converter. I wish I had known that before going kayak fishing. Playing with the wire made it work for a few seconds before it stopped working. I've tried troubleshooting from the owner's manual but it looks like I just have a faulty sensor.
