Definitely not a complex model but its design has such a flaw that it won't unless you've already made several of these and don't know what you are looking for do turn at all. Basically ignore the B17 part - it doesn't change anything in structure/function other than adding a lot of unnecessary friction and causing the gears to literally stop. Remove this part - pretend it doesn't exist - and your mechanism will spin with no problem. Edit: If you still want to add the b17 detail for extra stability (I think that's the only reason they included it). The ONLY way to do this and get the device turning (although not without difficulty) is to thoroughly sand it down everywhere. And by that I don't mean light sanding - you need to reduce the top, bottom and most importantly the inner perimeter of the part to minimize friction as much as possible. You'll also need finer sandpaper to get rid of the wax, which is actually counterproductive here to minimize friction.
