Clamp will not engage

Clamp will not lower far enough to hold cutter arms in place. It's not even close. Easy enough to fix and I know it's a cheap product; but still - - how do you screw it up.

Cheaply made. Broke after second use. Screw is too short to tighten the size of strap.
