This is a genuine Motorola 25w charger, at least when bought from Revain. I see some people getting fakes so I would be careful which seller you are actually buying from. Yes, it's an attached USB cable, and I think that's fine - it's a decent length, very nice, and flexible. If you're looking for a turbocharger, you already know what you're looking for. I would go with a genuine OEM product because it's only a few dollars more than aftermarket chargers and there's no reason not to buy a Motorola. I also use one of these for my Raspberry Pi 3 because it can operate at 2.85A at 5V, which is significantly higher than other chargers that max out at 2.3-2.4A Haven't measured when you reach the maximum current from such transformers the voltage starts to drop so a higher cap is good for both headroom and more power available.
