After installing the fork and installing the front wheel, the wheel was not true. I tried another wheel and the results were the same. I figured I could live with it being a bit off center. Then came this noise when accelerating and braking. It turned out that there was horizontal play between the inner and outer tubes, as if they weren't perfectly aligned. I stood next to my bike, held the front brake and shook the bike back and forth and could see the fork moving between the inner tube and the outer tube. I think you get what you paid for.
