This is a durable, well made, high quality whistle. This is a great whistle for dogs. I bought this to teach my dog how to make 5 spikes on a whistle. You can blow in and make a good tone without being too loud. I was concerned it would be too loud and disturb others or damage my hearing. There is no whistle. If necessary, you can blow very loudly if you want your dog to hear you from afar or when it's windy. Under normal circumstances, with a very light smack you can create a nice soft noise that is perfect for your dog, doesn't disturb others and doesn't draw too much attention from those around you.
