Update: The company contacted me and offered to replace the item. When I stopped by (she's now trying to destroy her other martingale in the same way, thank goodness) they returned the order. Although the product was not suitable, their service was excellent. I have a dog that likes to chew, the martingale loop is too long and he can reach his jaw so he chewed the collar in a few days. Sad :( Now I have a leash and bungee extender (great idea, but gear is heavy and stretches when walked on a loose leash) without a proper collar. First world, spoiled suburban dog problems I know.
