Short-lived heat transfer property dries up

Installed on the radiator of a new fan cooling system and the temperature was below 100 degrees. After a few weeks, the CPU temperature will slowly increase. Maybe this radiator grease will dry out over time? I'm not 100% sure I can recommend this coolant.
