This is gambling. in my view
I was so excited I was about to get my hands on an inexpensive pre-built computer and when I plugged it in without turning it on I thought it might have been my outlets but THIS DEAD nothing turns on, no lights, no fans , nothing contacted hp support but couldn't help me and advised me to just return it. I'm really sad about it, I really enjoyed it. I watch so many videos just to die. So I think it's gambling.
