The fans are clean but I can't tell if they have been used or not. I also had to buy fans for my MSI Gaming R9 390x and 390 and they looked new, untouched, cheaper and came with a sticker on the fan hub. These fans DO NOT come with a sticker on the hub. What I did was take a razor and carefully remove the sticker from the original fans. Another annoying thing about these fans is that they come with an inRobert sticker on the back of the fan motor that hides the Power Logic label. This may not seem like a huge complaint, but it can affect the chances of a successful return of the card and its resale value. Installation isn't easy, but it's not too bad either. All of these MSI gaming cards have a metal clip on the side of the fan location for cable management. You will need to use needle nose pliers and plasticizer to pry this clip open. This wouldn't be an issue if MSI didn't use horrible fans. The blades on my R9 390 and RX 580 broke. A bearing has died on my R9 390x card.
