I bought this for my 16 month old grandson when I couldn't find the right size/age in stores. He was trying to keep up with his older brothers and we wanted something that would give him a little independence under our watchful eye. He really liked it and started splashing and swimming in the pool as soon as we put him in the water. I highly recommend it! He stays where he is; no bulge under the chin. And there's both buoyancy and great mobility for little swimmers to have the freedom to explore the water under parental guidance.
