Environmentally friendly BUT: Reusable shopping bags

So far I can't fault the functionality of these bags. I was looking for grocery bags as a small attempt to limit plastic's impact on the planet. If I could NOT buy groceries made out of plastic, wouldn't that be the smallest gesture I could make? But I have to admit I was beyond shocked and disappointed when I opened the box, pulled out my new grocery bags which were in a paper cylinder and then saw that they were then wrapped. PLASTIC! As far as I know, plastic is not required. Now I'm upset that I didn't send them back. I will still use them but at least I can give this review. PLEASE. why?
