The actual capacity measured does not match the declared (73-82%) - 2050-2230mAh vs. 2800mAh

It only charges from 73-82% of the declared capacity within 2050- 2230mAh. Still a long way from the declared 2800 mAh. 2019.09.09 - Update Tried 4 more, they ranged from 2070mah to 2210mah. Still a long way from the declared 2800 mAh. I'll do the last 4 but I'm pretty sure it will work. I just put another one in on 4.2019.09.05. I just bought a pack of 16 POWEROWL AA batteries. They are 1.2V NiMH with a claimed capacity of 2800mAh. I ran my battery charge/discharge cycle and the first four were in the 2000-2100mAh range. He did not reach the declared 2800 mAh at all. I'm currently doing the second set of 4 and will post when I get the results. In contrast, my 4 year old La Crosse AA was rated at 2600mAh and is now around 2000-2100mAh. The Sanyo Eneloop is rated at 1900mAh (they're about 2 years old) and measures around 1800mAh. My only guess is that if POWEROWL already starts well below their ratings when they're 'new', I can only imagine how demeaned it will be for years to come. A little disappointed, will update as I make each batch of 4 (out of 16 batteries).
