After about a day of work, the download speed from the Internet to wired and wireless networks dropped from 65 Mbps to less than 1 Mbps. I installed a different brand of router and the problem went away. My wild guess is that the heat from the router's CPU combined with the heat from the 3TB hard drive was more than the fan (which draws air in and expels it through the same hole in the base) could compensate. I returned the device and bought an Apple AirPort Extreme Base Station (ME918LL/A) instead, which I will use as a faster (ie faster than my existing wireless router) and centrally located wireless access point. The existing router in our boiler room seems to work adequately as a router. I can create the equivalent of a Time Capsule by adding an external hard drive to AirPort. Both configurations support writing Apple Time Machine backups. Another wild guess: when this device was repaired, it could have been tested for less than an hour, which isn't enough time for a performance issue to arise. I shouldn't have assumed that "recovery" meant the device was adequately tested. If you try this device, I hope you have better luck than me! Another observation. The return process was almost effortless.
