I'm 5ft 9in tall, 145-150lbs, 30in waist, 39in hips and the large size fits me perfectly with more than enough comfortable stretch when I need it soft material and the wide waistband is folded in half for a little more support. They are very comfortable and I have already ordered a second pair in the leopard print. Your sizing chart is a bit shaky so I would suggest just ordering your regular leggings size. :)
