Scissors not included. The bag was NOT pierced as there were no holes in the bag. Where the paper wrapper was torn, the bubble wrap remained intact. I checked four times for the smallest holes. There was a product box and a sticker. The plastic lock was open when I took it out of the box. Again, there were no holes in the packaging to keep the scissors from falling out.
