Holes in all pockets? fits Pooper Scoopers & Bags

See photo - why is there a decent hole in the middle of the bag at the top end? In ALL pockets? Bags cannot be hung as the top flap (perforated top) has holes where they should be. Bad bad bad. A few times poop touched through the hole after grabbing the bag and turning it inside out to tie it up :( Bags are great except for that hole!
