Good for certain scenarios, loses its target when cellular network is working but satellites are blocked

I got this device for long distance overland travel to track my belongings while owned by a shipping company. Setting it up (SIM activation etc.) wasn't very easy and their websites aren't fancy, but there's nothing you can't figure out if you have a basic understanding of the technology. In my first tests it worked fine. So I put it in one of the moving boxes and watched the movers take it to their warehouse. They put him in a room where all signals were blocked, so he tuned out. Excellent. A month later I started riding and the battery was still 95% charged. Good. The tracker periodically checked and accounted for changes in refresh rate. It showed the same location for several weeks, located in the city of origin, 2000 miles from my new location. Then the fun started. The transport company informed me of the upcoming delivery date which was a few days away. The tracker was online but still reported the same position. Days went by and as the delivery day drew near it was still there. There was no way my belongings could reach me overland if they were still there, so I bumped into a trucking company. They were surprised and we assumed the tracker box might have been accidentally left behind. The movers arrived at my new location and, to my surprise, brought a box with a tracking device. Until the last minute, when it was unloaded from the truck, it was still online, broadcasting the old location 2,000 miles away. Only when there was a clear view of the sky did it report the correct new location. So this tracker cannot be trusted if it cannot see GPS satellites but the cellular connection is still working, which was the case in my case when it was in a metal container. The problem is that it always loads the last known (wrong) GPS position, even though it can't actually get a GPS fix. GPS and cellular signals may not be available together or separately, which is understandable and acceptable. So what should he do instead. , explicitly not reporting a GPS fix, or possibly trying to get an approximate position from cell towers if possible. But not some old position that is misleading. In other scenarios where the satellites are guaranteed not to be jammed, this would be much more reliable.
