can not make the rotor rotate

DC + connected - as needed to a 12 volt battery rated at 10 amps --- 7 volts applied to the brushes. I heard how the rotor reacts to a 7 volt battery. I measured the resistance between all the ABC wires from the alternator and all readings were around 0.9 ohms. Checked for 12 volts from battery. tried to switch backwards. Set the potentiometer to full range and no motor response. where am I wrong?
