The 116 fits inside the 19 but doesn't have room for test leads, alligator clips, etc. To make this pouch even better, make the top a bit deeper and replace the flat pocket with a zipped pouch that will hold the test probes, etc. In view of the will it be 5 It's a solid 4 at the moment.
