Good But Not Great: Computer Components
I'd rather have some noise if that means real air movement. I compared this to the lowest Startech fan and Startech moves more air at about the same noise. I even connected them to a straight 12v wire to make sure there was no throttling. They come with mounting screws, which Startech strangely forgets to include.
