Drive Bay Functional - Bad Fan Selection

I bought a SilverStone RM41-H08 4U that came with one of those hard drive shrouds on the right side. The case was set up for 5.25" drives on the left, but it's pretty easy to swap out for a 3.5" drive bay, so I bought another case to hold 10 external hot-swappable Having drives without sleds available. Switch to set the built-in fan high or low. I found that low was fine for my needs, but the second drive enclosure that I bought separately didn't switch to low. The switch moved but stayed high. The fan running at high speed is quite loud. I returned it and got a working model I thought. I finished assembly, placed the unit in the rack and turned it on. Both corps worked at high power. Upon closer inspection, the switches on none of them work. . The switch moves but the fan stays on. It's annoying but I've decided not to try to fix the situation and live with the extra noise and power consumption. 2) 2.5" SSD boot drives (internal) and (10) 3.5" spinning grate drives (external)
