They are stretchy, but they roll down way too easy

I do not like how these were labeled for plus size women, cause I’m not even plus size and my thighs barely fit it. If they are rolling down, they do not fit.I should be able to put some thing on without them rolling down especially because I don’t even wear plus size clothing so it definitely should fit my legs and it does not. They should not be labeled as plus size in my opinion.
