not recognized as Bluetooth or connected to USB. Junk

I received an old poor quality Micro USB connection today which is almost impossible to connect. Neither Bluetooth nor USB connection is recognized at all. The keyboard does not light up at all. Instructions in Chinese only. The mouse is not recognized by Bluetooth or USB. Only one USB cable is included, but do you need USB to charge both devices? There's no documentation on wireless charging, which should be.
