There are no instructions in English, a faded copy of the diagram, no fittings.

Well it works after I went to the hardware store to buy the nuts and bolts I needed to finish . They give you lots of gear but not necessarily what you need. The chart was poorly photocopied in Chinese. You probably get it, but why? On the other hand, it was cheap.
