I needed a second filter for my turtle tank. The single reptile filter didn't do that. Decided to try this. It works well. Not super quiet, just a low hum. The instructions are pretty much useless, as with most cheap Chinese products, but it looks like this oxygen supply thing only works when it's fully submerged in water. The "Power Level" knob is located on top of the exhaust pipe axis. It does not regulate the speed of the motor, but only throttles the flow. I'd recommend leaving it wide open because if you restrict the output flow you're just putting extra stress on the pump motor and reducing its life expectancy.
