Feels good but water level is too low

I tried it for the first time tonight. It is very good. Vibration resistance was good on a small foot pad. The bubbles were really strong and it was nice. In fact, the bubbles were so strong they almost burst over the edge! The only thing I didn't like was that the maximum water level is so low it barely covers the legs. Bubbles increase the water level, but if you don't want to use bubbles, I don't have enough water. I have to admit that if you don't want to include bubbles, you can fill it in at the top. I did that before realizing the max line was well below the level I was pouring. This will get your feet wet if you want to get wet is all. I just want it to be deeper so I can fill it a little higher and still have bubbles. UPDATE: Okay, this is my second time using it and it's a clear bug for me. Five minutes in the spa, the water was cold. I have to soak for 30 minutes but the water is getting too cold to continue. If I change the water, I also have to change the salts. I made sure the water level was right where it was marked. It's too low. It barely covers half of my foot. If I had a problem with the toe, it would be too flat. I found that the only really redeeming quality was that he was a great blower. So good it splashes onto the carpet in the back and sides. I'm just disappointed, period. I don't like spa treatments.
