Still on the fence with collars, harnesses and leashes

So I have a little dog, you know, the one they say never barks and she goes nuts all the time. At first and for the most part I think it helps her not drive us crazy, I love that she beeps and vibrates that's all. However, there was one day when she didn't have any of it, and no matter how hard it vibrated, she kept barking, so I'm undecided on that.
