We originally only replaced the RP4993 seats on the Delta dual lever toilet faucet, but the new seats didn't stop the hot and cold water dripping, so we also replaced the RP1740 cartridges, which resolved the issue. The original cartridges were in perfect condition, but when comparing them to replacement cartridges, we noticed that the crescent-shaped π hole in the stainless steel plates at the bottom of the cartridges was slightly larger on the original parts. It's hard to believe, but apparently years of water flowing through the cartridge has eroded the hole in the plate a bit, just enough to allow water to flow over the edge of the rubber seats. Save yourself the headache and replace both seats and cartridges when your Delta faucet is leaking.
