You get what you pay for.
They were expected I guess. 1 out of 3 actually cuts the paper, but that's only when I do. As far as I know they are plastic and not exactly sharp for safety reasons. But they don't cut so much, they just don't tear or do anything with the paper. My two little ones had a hard time with it.
