I set this up for use with a Windows 8.1 laptop that requires two external monitors, one via HDMI and one via USB via this adapter. I opened the package with the adapter, downloaded the drivers from info on the startech.com website (trigger.zip), installed the drivers, DVI cable from the monitor to the adapter and USB to one of the USB ports on the connected laptop. Reboot, in accordance with the driver installation. When it came up all I had to do was right click on the desktop, select "Screen Resolution" and set all 3 monitors (laptop screen, monitor 2 and monitor 3 as extended displays).
