This cable looks and feels like a quality cable. The OD is as advertised where I measured the copper looks clean. The shell feels rubbery and smells chemical, probably EPDM. It and the wire have good flexibility at room temperature. I won't know how it fares in the cold until I get back to Utah, but EPDM usually works well. This cable is made in the USA.
