It's stuff!
When ordering this be aware that it is fabric and even with a new sheet of fabric (I use a silhouette) it's not very comfortable. Threads are everywhere. I tried different cutting methods for 4 hours but to no avail. The back can be easily removed. If you let it run free, it might work better.
