Not suitable for all C5 Corvette. Does not work on C5 1999.

The title says it works on C5 Corvettes. I ordered them and they arrived. I wasn't in a hurry to program them, but in the end I decided it was better to do it, so I worked on it today. It doesn't work (1999 C5) and I have no way of contacting the seller. So I'll try to go back, but I bet that won't work either.
