You must remove the cap to install the lower arm of the tool that measures wheel correctness. Please note that this tool only works with some Park Tool bike racks. The bolts were tightened into nuts embedded in the plastic head, and the nuts spun in the indentation as they were unscrewed, making their removal a difficult task. I had to hold a screwdriver on one side of the nut while unscrewing the screw on the other side. Sounds easy, but it is not. Be very careful when removing the bolts and stop immediately when the nut begins to turn. You will also need an additional parking tool to check wheel verticality.
