Memory cards CANNOT be formatted

Bought 5 cards and spent hours formatting them for different devices. The SD card is not recognized and cannot be formatted by Windows or any other program I found online. Please provide the vendors of these drives with details on how to make them usable and how to reliably format them so they don't keep showing as "Read Only!".
