Yes, it can boot on PC

This review is for the 2017 Macbook Air SSD GODSHARK PCIe Adapter Board. I am using this adapter to boot Win7 x64 from a leftover Apple SSUBX SSD on an old Z68 PC motherboard. Electrically it's just a pass-through connector and I don't agree with the seller that it can't be used as a boot device. (I also disagree with similar product reviews mentioning PCIe fanout -- that's not the issue here.) The problem is that SSDs, at least in the PC world, are usually either AHCI over a SATA connection or NVME over a say PCIe connection. These Apple drives are an unusual combination of AHCI-over-PCIe that was only briefly used in PCs as a transitional technology. Booting from them requires a UEFI BIOS module (SAMSUNG_M2_DXE.ffs) which is not present on most PC motherboards. If you are familiar with modifying the BIOS with the risk of damaging the board, or if you just want to use a hard drive for data storage (only standard drivers are needed), this widget is for you.
