Great idea but the bulb never goes out

Replaced ceiling lightbulb. Make sure the bulb is in the "locked" position before replacing it. However, the lightbulb will never go out. Switch on light = light is on. Light off = lamp still on. For some reason, when the power goes out, the lightbulb recognizes that the switch is off. At first I thought it might be because there are 2 different switches controlling the lights. But I tested it on several recessed lights (some controlled by two switches and some by just one) and the result was the same - the lamp never went out. Now I have 2 very expensive lightbulbs that are useless unless I want lightbulbs that are on 24/7. This is only a problem with the BR30 bulb. I also bought an A21 bulb which works great in incandescent bulbs so only recessed and the BR30 bulb seem to have the problem.
