I use them on some motorcycle bags. I have a tail bag and a tank bag that have zip lock loops and they go through the loops leaving room for stowing so I'm sure they will fit nicely on panniers. Their quality is just fine. The light-colored plastic covers on the lock cases only slide, so although I removed them so as not to lose them when traveling, I can stick them on. The locks also seem a little flimsy in terms of their mechanisms, but considering their size, it would be very difficult to fit a solid locking mechanism into them. Overall I am happy with these locks. I'm more comfortable with my bags if I have to leave my bike unattended during a rest. Of course, this won't stop a thief, but I'm sure it will stop someone spying on my pockets and stealing individual items from them.
