I'm a big fan of these locks. I use one on my portable locks on my collapsible document box that holds my personal accounts so it can't be opened if someone comes into my room. It comes with two keys so I feel safe and things are secure. After buying for myself I also bought more and used them as gifts for a group of friends. I have bought this and several other small luggage locks for international travel. They were the cheapest and worked the best. I have ordered the TSA to cut other "approved" locks. The colors made them easily recognizable. Lots of extra keys. Also, the rubber on the outside coats the seams, making them less flimsy and less brittle than the more expensive ones I've bought.

I use them on some motorcycle bags. I have a tail bag and a tank bag that have zip lock loops and they go through the loops leaving room for stowing so I'm sure they will fit nicely on panniers. Their quality is just fine. The light-colored plastic covers on the lock cases only slide, so although I removed them so as not to lose them when traveling, I can stick them on.
