Loud fan, temperature control is a placebo

Firstly, the heater works, the remote works, the LED works and heats decently. However, the fan makes a very annoying whistle (even at low speeds) so I can't use it in my office while I'm doing my task. Also, I was expecting the temperature setting to cause the heater to turn off the heating element as the room heats up. However, I couldn't see any change in heating output even when the thermostat is set to low and the room is really warm.
