It doesn't move as much air as 40mm fans, which sound like jet engines, but they aren't designed to do the same job. This fan isn't as quiet and doesn't seem to move as much air as the Noctua I have, but it comes very close on both counts. This is probably a good choice for a Raspberry Pi case that accepts 40mm, or any other application where it blows directly onto the heatsink and you want quiet operation. I'm using one in a custom mount to cool a IBM PCIe quad core NIC and it works fine.
