You need to file them to fit. The file in the vise works. File both gaps along the file at the same time, keeping the ends with gaps parallel as you file. Make 10-20 strokes up and down on the file and push it into the barrel with the plunger to test it. The specification for the top 2 rings is 0.3-0.5mm. Oil ring 0.2-0.4mm. They will overlap at the ends out of the box.
