I want to love it, but there is a choking hazard

My son is 2 years old. It would be cool if there wasn't the part where the suction cup detaches. The suction part can be easily removed. My son took it off and put it in his mouth in seconds. Luckily I managed to get it out of his mouth. I don't understand why you need to remove the suction cups.
